Alexandria PD Busy in March

The Alexandria Police Department made several arrests in March and the first part of April, including several arrests for meth, and one hit and run at a local church.

Alexandria Police Chief Travis Bryant said that on March 5, 22-year-old Christal Pegram of Nashville Highway, Alexandria was charged with domestic assault. Officers were dispatched to a residence on Nashville Highway in reference to an assault that had occurred. After the officer spoke with the parties involved, it was determined that Pegram did assault the victim by striking them in the area of their head and face. Her bond was set at $3500.

That same day, 53-year-old Scott Herbert of California was charged with public intoxication. Officers were stopped by passerby's and informed that there was a male subject drinking a beer outside of C&C Market on Highway 53. As officers arrived, they made contact with Herbert who advised them that he was homeless and trying to get to Kingsport.

Officers noticed that Herbert was unsteady on his feet, had slurred speech, and continued to try and drink while speaking with the officer. Due to his impairment and concerns for his safety he was taken into custody. His bond was set a $1,500.

On March 6, 44-year-old Troy Coon of Swift Road, Greenbrier was charged with manufacture, delivery, sale, or possession of a schedule II drug (Methamphetamine), unlawful drug paraphernalia, driving on a canceled license, and expired registration.

Chief Bryant said that officers stopped a vehicle for a traffic violation on West Main Street, and upon contact with the Coon, it was revealed that his license was canceled and that he was a DUI offender. As officers were searching the vehicle they found several syringes, two of which were loaded with drugs, and other items consistent with the use of narcotics. Also found was approximately 2.5 grams of a crystal-like substance (Methamphetamine) which was divided up into different baggies and a large sum of cash. His bond was set at $55,000.

That same day, 45-year-old Jamie Orrand of Shady Lane, Alexandria was charged with public intoxication and manufacture, delivery, sale, or possession of a schedule II drug (xylazin, heroin, and fentanyl). Officers were dispatched to Shady Lane in reference to suspicious person, and upon arrival, officers observed Orrand laying in a front yard. He was wearing only a t-shirt and wrapped in a blanket.

As officers were speaking with him, he was yelling and saying someone attacked him inside his residence. He was placed into the police car and transported back to his residence where he asked that officers go inside and apprehend the attackers. Officers made entry and did not find any signs of an assault, but did find a baggie of approximately 3 grams of a white powdery substance was observed in plain view. The contents field tested positive for xylazine, heroin, and fentanyl.  His bond was set at $31,500.

On March 8, 46-year-old Jasper Beasley of High Street, Alexandria is charged with aggravated assault. Officers were dispatched to High Street in reference to an assault that had occurred. Upon arrival, officers spoke with all the parties involved in the altercation. It was determined that Beasley had assaulted the victim by pulling her by the hair onto the floor and then hit her in the head. Beasley then removed her shirt and wrapped it around her neck and attempted to strangle the victim.

Officers did observe and document marks on the victim that was consistent with the allegations made against Beasley. His bond is set at $15,000.

On March 14, 55- year-old Harold Keely of Shady Lane, Alexandria was charged with driving on revoked 2nd offense. Officers observed Keely operating a motor vehicle on Church Street and also knew from prior encounters that Keely had a revoked license due to a prior DUI conviction. He had been charged previously with driving on revoked 2nd on July 4, 2023 and that case is still pending. His bond was set at $3,000.

On March 15, 31-year-old Donovan Woodard of Sparta Pike, Watertown was charged with driving under the influence 1st and driving on a suspended license. Officers observed Woodard exit C&C market and get into a vehicle and drive off. The officer had prior knowledge of his license status and initiated a traffic stop.

Upon contact with Woodard, the officer allegedly detected an odor of marijuana coming from the vehicle. As Woodard exited the vehicle the officer noticed his eyes were bloodshot and he was unsteady on his feet. He did perform poorly on field sobriety tests and was taken into custody without incident. His bond is set at $2500.

On March 16, 48-year-old Micheal Gale of New Hope Road, Alexandria was charged with driving under the influence first offense. Officers were patrolling the area of West Main Street Officers did observe a motorcycle make a turn from West Main onto Academy Avenue and fail to maintain his lane of travel. After he made the turn, Gale also allegedly accelerated to a speed on 52mph in a 20-mph zone.

The officer conducted a traffic stop and made contact with Gale. Upon contact, police say a strong odor of alcohol could be detected coming from Micheal Gale. When asked to perform field sobriety tasks, he declined, and was taken into custody. His bond is set at $2500.

On March 21, 53-year-old Russell Johns of Sterry Court, Antioch was charged with driving on revoked third offense and possession of drug paraphernalia. Officers observed Johns operating a vehicle on Edgewood Street and did have prior knowledge that his license were revoked for a fourth-offense DUI conviction. Search incident to arrest revealed a set of scales with drug residue on them. His bond is set at $4,500.

On April 1, 21-year-old Ethan Tittle of Mill Street Dowelltown is charged with leaving the scene of an accident, driving on a suspended license, and possession of a schedule II drug (methamphetamine). Officers responded to Edgewood Street in reference to the awning on the Church of God being damaged.

Through the investigation it was determined that in the early morning hours of April 1 a semi-truck, operated by Tittle, was attempting to turn around in the parking lot of the church. As it was turning, the truck caught the corner of the roof and caused a substantial amount of damage to the building. Records revealed his license to be suspended and he was found to be in possession of a small amount of a schedule II (methamphetamine) at the time of his arrest. His bond was set at $15,000.

On April 7, 24-year-old Lucas Croom of Archway Circle, Dickson was charged with possession of drug paraphernalia. Officers conducted a traffic stop where Lucas Croom was the passenger of the vehicle. As the officer was speaking with Croom, it was found that he was in possession of a used syringe, a cut straw with residue, and two small jars. He stated that the residue was cocaine. His court date is April 25.

On April 12, 30-year-old Ryan Kosiek of Stonecreek Road, Spring Hill was charged with driving under the influence first offense, open container, and failure to maintain his lane. Officers were dispatched to the area of Nashville Highway in reference to a reckless driver. Officers were able to intercept the vehicle and conduct a traffic stop. As officers were speaking with Kosiek, they detected an odor of alcohol coming from his person and was unsteady on his feet. He performed poorly on field sobriety tests and was taken into custody. His bond is set at $2000 and will appear in court on May 2.

On April 14, Beasley was arrested again for violating bond conditions. Officers responded to High Street and found him to be at the residence. He was arrested without incident. His court date is set for April 29 and bond set at $3500.
