Bobby Ray O’Conner Jr, 30, of 848 Foster Rd was arrested on Aug. 1 for Aggravated Assault and Unlawful Possession of a Firearm. Police responded to O’Conner’s residence in reference to an aggravated assault. Upon investigation it was discovered that O’Conner had grabbed the victim by the throat strangling her and threatening to blow her head off. While speaking with O’Conner the officers observed a .20-gauge shotgun lying on the couch. O’Conner is a convicted felon for aggravated burglary on 1/23/17. Bond: 20,000.00 GS: 8/13/20

Richard Wayne Norrod, 26, of 310 Wade St was arrested on Aug. 6 for Domestic Assault and Resisting Arrest. Police responded to a verbal altercation and made contact with Norrod and the victim. The officers were informed that Norrod had pushed the victim in an earlier altercation and also made a deadly threat to the victim in the presence of the officers. Upon being arrested, Norrod did resist when told to put his hands behind his back multiple times. Bond: 5000.00 GS: 8/20/20

On Aug. 8 Sammy Gene Taylor, 59, of Dowelltown was arrested for Public Intoxication. Police responded to a residence on Jacobs Pillar Rd in reference to an unwanted guest. Upon arrival the officer made contact with Taylor who appeared to be under the influence of narcotics. Taylor’s speech was slurred and unsteady on his feet. GS: 8/27/20

Stephen Jason Moore, 45, of 5040 Cookeville Hwy was arrested on Aug. 11 for Manufacture, Deliver, Sell, or Possess. Police responded to 860 S. Congress Blvd for a suspicious vehicle that was stopped in the roadway. Police made contact with Jason Moore pushing a blue Mustang. Upon investigation, Police received consent to search the vehicle and a small baggie with a clear crystal substance believed to be and field tested positive for Methamphetamine weighing approximately .5 grams was located. Bond: 7500.00 GS: 9/3/20

Rochelle Moody Lachenauer, 50, of 223 E. Bryant St was arrested on Aug. 12 for Assault. Police responded to an assault at 223 E. Bryant St and was informed that Lachenauer had threaten to fight the victim multiple times that day and the victim was in fear of bodily harm from Lachenauer. Due to this being the third time that police had been called to this residence, Lachnauer was taken into custody has the threat of a fight was going to continue. Bond: 2000.00 GS: 9/3/20

On Aug. 17, 58-year-old Michael Lynn Vance of 625 Highland St was arrested for Violation of Bond Condition and cited for Criminal Trespass. On July 20, 2020 Vance was arrested and an order granting bail was issued prohibiting him to be around the victim. On Aug. 17, 2020, Vance was inside the residence of the victim and had been given notice on July 24, 2020 to not be on any property that was owned by the Smithville Housing Authority to which Highland St is part of the Smithville Housing Authority. Bond: 1500.00 GS: 8/20/20

Sammy William Welch 30 of 352 Page St was arrested on Aug. 19 for two counts of  Fraudulent Use of a Credit Card. On Aug. 13 at approximately 12:31 pm and 4:05 pm Welch did use the credit card belonging to the victim without consent both times at Wal-Mart. Upon investigation, it was determined that Welch was responsible for the transaction and warrants were taken and he was taken into custody without incident. Bond: 3000.00 GS: 8/27/20

On Aug. 20 Andrew Clay Williams, 51, of Cookeville was arrested for DUI. Williams was found to be asleep behind the wheel of his vehicle with it running and parked in the roadway of S College St. As the officer was speaking with him, he noticed Williams to have a strong odor of alcohol on his person and was unsteady on his feet after exiting the vehicle. He was asked and consented to field sobriety test to which her performed poorly. Upon investigation it was found that Williams had frank about two 40 oz beers earlier. A search warrant was obtained for blood. Bond: 1500.00 GS: 9/3/20

On Aug. 21 Barrett Ryan Holubek, 30, of 620 Smith Rd was arrested for Domestic Assault. Holubek did commit domestic assault against the victim when he threw a pocket knife at and barley missed her, striking a wall beside her. The pocket knife was found in Holubek’s truck and was identified by the victim as being the weapon thrown at her. Bond: 3000.00 GS: 9/23/20

On Aug. 24 Bruce Carlon Cantrell, 32, of 167 Village Place was arrested for Resisting/Stop/Halt/Frisk, Failure to Appear, two counts of Violation of Probation and cited for Driver’s License Violation, Financial Responsibility, and two counts of Simple Possession. Police observed Cantrell driving a vehicle and the officer had prior knowledge of him having a revoked License and having active warrants for Violation of Probation and FTA’s. The officer initiated a traffic stop but Cantrell continued driving, turning into his residence. Cantrell exited the vehicle and ran on foot and later placed into custody. Incident to arrest, found nine Xanax bars and 1.5 Oxycodone pills to which he couldn’t provide a prescription.  Bond: 3500.00 & hold without bond. GS: 9/10/20

Jay Kent Williams, 57, of 909 S. College St was arrested on Aug. 25 for DUI and cited for Leaving the Scene of an Accident.  Williams was involved in an accident on S College St where his vehicle struck a light pole. He then left eh scene and nearly hit an officer’s patrol unit head on as we were approaching the scene. Williams swerved off the road and nearly hit the building at IMI Concrete plant before coming to a stop. Upon speaking with Williams, it was discovered that he had drank one and half beers at Cowboy Up Bar and a few shots of Tequila at Turtles Bar. A search warrant was obtained for a blood draw. GS: 9/10/20

Jeffery Lee Johnson, 53, of 599 Pack Circle was arrested on Aug. 26 for Public Intoxication. Police made contact with Johnson on W Broad St walking in and out of the roadway picking up small items off the ground. Upon speaking with Johnson, it was discovered that he had snorted a line of a white powder substance and for his and the public’s safety he was taken into custody. Bond: 1500.00 GS: 9/10/20

On Aug. 28 Adam Daniel Taylor, 33, of 102 W. Market St was arrested for Violation of Order of Protection. Police responded to a possible domestic. Upon arrival the officers were informed that everything was okay. Taylor was found to be at the residence to which there is an order against him to not be around the victim. Bond: 2500.00 GS: 9/10/20

Victoria Heine Openo, 66, of 920 S Mountain St was arrested on Aug. 29 for Public Intoxication. Openo was found to be laying down next to S. Mountain St and attempting to crawl out into the road. Police had escorted her to her home on an earlier occasion and responded to her residence in reference to her behavior earlier in the morning. Openo had been heavily intoxicated all morning and refused to stay at her home. She had a strong odor of alcohol on her person and was unsteady on her feet. Due to concerns for her and the publics safety she was placed under arrest. Bond: 1500.00 GS: 9/10/20

Troy Allen Cunningham, 33, of 4876 Jefferson Rd was cited for Driver’s License Violation, Light law, Financial Responsibility, and Possession of Methamphetamine. Upon a routine traffic stop, approx. 1.18 grams of Methamphetamine was found in Cunningham’s possession. GS: 9/10/20

On Aug. 28 Destinee Faith Ritchie, 18, of Dowelltown was cited for simple possession. Police responded to Magnolia Inn in reference to a stolen wallet and upon speaking with Ritchie, the renter of the room, the officers could smell an odor of marijuana coming from inside and were given consent to search. A small amount of THC was located in a bag along with the wallet that was returned to the owner. GS: 9/3/20

Gregory Allen Mayo II, 30, of Liberty was cited on Aug. 31 for Methamphetamine-Manufacture, Deliver, Sell, Possess. Police responded to 1222 S. College St in reference to three male subjects using drugs in the parking lot. After speaking with Mayo, the officer was informed that he had a small box that contain approx. 6.09 grams of Methamphetamine in his possession. GS: 9/24/20
