Mother arrested after child ingests meth

Smithville Police had a busy month with several domestic assaults, and a couple of child abuse cases, one where a child ingested methamphetamine.

On June 18, 36-year-old Jessica Leann Bain of Church Street, Smithville, was arrested for child abuse or neglect (child under 8 years old) and possession of methamphetamine. She is under a $50,000 bond and is due in court on July 10.

According to Smithville Police, on June 18, 2025, at 7:51 p.m. police were dispatched to the emergency room in Smithville for a four-year-old child that had ingested methamphetamine.

Authorities made contact with the child’s grandfather who advised that he picked the child up and noticed the child was not acting right. He took him to the hospital.

The child’s mother, Bain, advised that her son had ingested left over bong water that was used to smoke meth that was sitting on her nightstand in her bedroom. The child was transported to Vanderbilt Children’s Hospital. The child tested positive for meth, THC, and amphetamine.

Detectives went to the mother’s residence on Church Street, where the offense occurred, and made contact with Bain. Bain gave consent to search the residence, where two grams of a crystal substance, that later tested positive for methamphetamine, was discovered in Bain’s closet.

In other police news, on May 30, 62-year-old Frank Reynolds of Smithville was arrested for violation of bond conditions.

According to Smithville Police Chief Mark Collins, officers responded to Estes Street in reference to a reported domestic. Upon arrival, officers deemed that the domestic was verbal only and that Reynolds, one of the parties involved, was currently under bond conditions and was prohibited from being around the other party.

Reynold was placed in custody and is under a $5,000 bond. He was in court on June 12.

That same day, 24-year-old Hector Urbina-Acuna of Smithville was arrested for domestic assault.

According to Chief Collins, officers responded to Adams Street in reference to a domestic call. Upon arrival, officers spoke to both parties involved and determined Urbina-Acuna to be the primary aggressor. Authorities say they found physical evidence of an assault.

Urbina-Acuna was placed in custody and is under a $2,500 bond. He was in court on June 12.

On June 1, 36-year-old Joann Hargrave of Smithville was arrested for child abuse. She is under a $5,000 bond and was in court on June 12.

Chief Collins reported that police responded to Foster Road in reference to a reported child abuse. Upon arrival, police found evidence of an assault and injury to a juvenile. Officers requested Smithville detective respond, and after a preliminary investigation, Hargrave was placed under arrest.

On June 4, 28-year-old Ronald Gutirrez of Smithville was arrested for public intoxication, evading arrest, and resisting arrest. He is under a $10,500 bond and was in court on June 26.

Chief Collins stated that officers responded to a single-car accident on Miller Road, and upon arrival, Gutirrez advised that the car was his girlfriend’s and that she had left with the keys.

Officers instructed Gutirrez to take them to his girlfriend, and he walked them to Royal Oaks Apartments where he attempted to flee on foot. He was soon caught and attempted to pull away several times. Police say he showed signs of impairment.

On June 11, 41-year-old Steven Bly was arrested for public intoxication and resisting arrest. He is under a $4,000 bond and was in court on June 25.

Police responded to Miller Road on a report of an unwanted guest. There, officers spoke with the complainant, who reported having problems with Bly due to his intoxication. Police attempted to speak with Bly, but say he would not comply and resisted when they placed him in custody.

Also that day, 43-year-old Bobby Haney of Smithville was arrested for aggravated domestic assault and violation of bond conditions. He is under an $11,000 bond and was in court on June 26.

Chief Collins stated that officers responded to Anthony Avenue in reference to a domestic in progress. Upon arrival, the victim stated that Haney had assaulted her, including choking her. Officers allegedly found evidence of the assault and discovered that Haney was in violation of bond conditions from a previous assault.

On June 14, 28-year-old Hugo Vazquez Villareal of Smithville was arrested for DUI, driving on revoked, immediate notice of accident and cited for financial responsibility and implied consent. He is under a $10,000 bond and was in court on June 26.

According to Chief Collins, police responded to Smith Road in reference to a hit and run accident. Officers spoke with the parties involved and upon speaking with Villareal, he allegedly displayed indicators on impairment.

The man chose not to perform sobriety task due to a language barrier. Police verified the man’s license had been revoked and he was placed in custody.

That same day, 47-year-old Shellie Cook of Mt. Juliet was arrested for DUI. She is under a $2,500 bond and was in court on June 26.

An officer was on general patrol when a car pulled out in front of him, nearly causing an accident. The officer conducted a traffic stop and spoke with the driver, Cook, who allegedly showed indicators of intoxication. She performed poorly on field sobriety tasks and was place under arrest.

On June 18, 34-year-old Rebecca Young of Smithville was arrested for interference with emergency calls. She is under a $1,500 bond and will appear in court on July 10.

Chief Collins said that officers responded to Earl Avenue on a report of domestic violence. Police spoke with all parties involved and one victim reported that when she was trying to call 911 Young unplugged the telephone cord and took the phone.

On June 21, 33-year-old Sonny Smith of Smithville was arrested for domestic assault and false imprisonment. He is under a $7,500 bond and will be in court on July 10.

Police responded to Wade Street in reference to a domestic. Upon arrival, police found evidence of an assault and confirmed that the victim attempted to leave multiple times to get help, but was physically stopped by Smith, who continued to assault her. The victim was finally able to escape and call 911 at a neighbor’s house.

Also that day, 44-year-old David Sullivan of Smithville was arrested for public intoxication and disorderly conduct. He is under a $2,000 bond and will be in court on June 10.

Chief Collins said that police responded to Kendra Drive in reference to a structure fire. Upon arrival, officers found flames and smoke coming from the house, and Sullivan laying in the yard with a bottle of alcohol. Authorities say the man woke with obvious signs of impairment, and started to enter the home that was on fire. He was placed in custody.

On June 22, 35-year-old Noelia Guzman of Springfield, MO, was arrested for public intoxication and theft of services. She is under a $2,000 bond and will appear in court on July 10.

Chief Collins said that officers responded to Chabelitas Restaurant on East Broad Street on a report of a disorderly customer. As officers were attempting to speak with Guzman, she was allegedly harassing and threatening staff and stated that she did not have any money to pay for the food she had ordered. Police say she showed indicators of impairment.

On June 25, 47-year-old Christinia Kemp of Smithville was arrested for public intoxication.

Police responded to College Street for a welfare check for a female reported in the road. Police located Kemp, and as they were attempting to speak with her, they say she seemed to be in a state of confusion and show signs of impairment. She is under a $2,000 bond and will be in court on July 10.
