Old Man Pleads Guilty to Rape

An old man pled guilty to one count of rape of a 14-year-old girl in Criminal Court on October 18 and will serve eight years in jail.

Authorities say that on March 1, 2018, 70-year-old man William Kenneth Phillips did unlawfully, intentionally and knowingly expose himself and by force or coercion have sexual contact with a 14-year-old girl between the months of May and August 2018.

Phillips will serve his sentence in the Tennessee Department of Corrections. His name will also be included in the state’s sex offender registry. Phillips was given jail credit from May 20, 2019 to October 18, 2022.

Jacob Clinton Williams, 22, also entered a plea on October 18 to one count of arson. He was sentenced to four years, all suspended to supervised probation.

The case occurred on January 16, 2021 and was investigated by the Smithville Police Department. “We responded to a call of a car fire at a residence on South College Street,” said Detective Brandon Donnell. “The police and fire departments showed up but the fire was already put out. Only the tire was on fire.”

“About 30 minutes later we got a call of a house fire on Jennings Lane,” Donnell continued. “By the time they (police and fire) got there it (the house) was fully engulfed. Police realized that the car which was on fire on South College Street was registered to the same man who rented the house on Jennings Lane. By the time I was called to the scene another car at the same house on South College Street was lit on fire. They (fire department) arrived and got that put out,” Detective Donnell said.

The following day, Williams became a person of interest to police after his girlfriend came forward with a tip.

Williams’ term is to run concurrent with a Rutherford County sentence. He was given 66 days jail credit.

Brittany Cossel, 22, entered a guilty plea last week to possession of over .5 grams of meth. She was sentences to eight years all suspended to supervised probation and a $2,000 fine. She was given 65 days jail credit for time served.

Eva Louise Dover, 53, entered a guilty plea to conspiracy to sell over .5 grams of meth. She was sentenced to eight years, suspended to supervised probation and a $2,000 fine. She was given 131 days jail credit.

Terrence Brock Moore, 41, pled guilty to one count of aggravated burglary and received four years to serve TDOC with furlough to Warren County Drug Court, and burglary with four years to serve TDOC with furlough to Warren County Drug Court. The sentences are to run concurrent, and he must pay $500 restitution. He was given 204 days jail credit.

Rodney Sheridan Jr. pled guilty to theft over $1,000 and was sentenced to five years all suspended to supervised probation. He is requesting judicial diversion in the case. He was given 59 days jail credit.

Paige Lynn Simmons, 32, pled guilty to conspiracy to possess meth over .5 grams and was sentenced to eight years supervised probation with a $2,000 fine. She will return to Warren County Recovery Court and forfeit any property sieved to investigating agencies.

Jacob Levi Sircy, 23, pled guilty to DUI first offense and was sentenced to 11 months, 29 days, supervised probation with 48 hours to serve, and a $350 fine.

Raymond Anton Walker, 18, entered a guilty plea to theft over $10,000. He was sentenced to five years suspended to supervised probation, subject to judicial diversion.

Lena Michelle Santana, 48, pled guilty to DUI first offense and received 11/29 supervised probation with 48 hours to serve, and a $350 fine.
