Johnny Wayne Trapp, 63, of Smithville was arrested on Feb. 2, 2020 for public intoxication. Police responded to the BP Station on W. Broad St due to a male subject that had fallen. Upon arrival, the officer made contact with Trapp and could smell an odor of alcohol about his person. Upon standing, Trapp was unsteady on his feet and due to his and the public’s safety, he was taken into custody.  

Trapp was arrested again on Feb. 13, 2020 and again charged with public intoxication. Police responded to Food Lion and observed Trapp to be asleep on the bench by the south door. Trapp had spilled cereal all over the bench and the floor. The officer could smell an alcoholic beverage on his person and Trapp was unsteady on his feet.

On 2/3/20 Michael Andrew Snyders, of Smithville, was cited for Simple Possession on Feb. 3, 2020. He was arrested on a warrant out of DeKalb County and found in his front right coin pocket were three blue bar pills believed to be Xanax to which he couldn’t provide a prescription for.

David Allen Cobb, 38, of Smithville Jr of 857 Luttrel Ave was cited on Feb. 5, 2020 for theft of services. It was discovered that Cobb had taken the front off his electric meter and installed metal pieces to bypass the meter and was getting free electricity.

Mateo Perez-Hernandez, 35, of Watertown was arrested on Feb. 6, 2020 for DUI. Police responded to the Dollar Tree in reference to a vehicle stuck in the landscaping area. Upon arrival, the officer spoke with Hernandez who had an odor of an alcoholic beverage coming from his person. He was asked and consented to field sobriety tasks which he failed one and refused to finish the rest of the test. He was placed under arrest and a warrant for BAC was obtained.

Josie Danielle Culwell, 26, of Smithville was cited for trespassing on Feb. 15, 2020. She was observed by police inside of Wal-Mart and Loss Prevention informed police that she had been caught shoplifting at the Cookeville Wal-Mart and was banned from all Wal-Marts stores.

Culwell was once again cited on Feb. 17, 2020 for suspended license, traffic control device/signal, and three counts of simple possession. She was observed running a stop sign at Hayes St and Morgan Dr. Upon a traffic stop, A computer check through Central Dispatch and revealed Culwell’s license to be suspended for a Failure to Appear in October 2019. She was asked and gave consent to search the vehicle where the officer found two round green pills believed to be Diazepam, one round blue pill believed to be Alprazolam, a syringe loaded with six ml of a brownish liquid, and a small baggie with two clear crystal rocks weighing approximately .02 oz that tested positive for methamphetamine.

Chad Stephen Taylor, 27, of Smithville was cited on Feb. 15, 2020 for trespassing and theft of property. Police observed Taylor at Wal-Mart to which he was trespassing on Oct. 25, 2019 and told not to be back on the property. Taylor was found to have in his pockets merchandise belonging to Wal-Mart to which he had not paid for.

Early morning on Feb. 17, 2020, 23-year-old Jeffery William Rigsby of Smithville was arrested for reckless endangerment, vandalism over $1000.00 and failure to appear. Police responded to 620 Highland St on Feb. 16, 2020 for a shooting that had occurred. Upon arrival police discovered that Rigsby and the victim had gotten into an altercation earlier and after the argument he (Rigsby) shot the victim’s truck up with a 9mm handgun causing damage to the driver’s side door, front fender, headlight, tire, and other components to the engine. Rigby’s conduct did place others in close proximity in imminent danger of death or serious bodily injury when he shot six rounds into the victim’s truck. A computer check with Central Dispatch revealed an active FTA for his initial court appearance on Feb. 6, 2020 to answer to the charge of theft.
