Krisann Rene Garmer, 23, of 628 Restview Ave was arrested and July 1 for False Report. On June 8, 2020 Garmer filed a false report when she reported that she had been sexually assaulted earlier in the day. Upon investigation, it was discovered that the contact between her and the other party was consensual and that she had reported the assault to keep her boyfriend from finding out about the relationship.

David Allen Cobb Jr, 38, of 857 Luttrell Ave was arrested on July 1, 2020 for Aggravated Assault. Cobb rammed his vehicle into the victim’s vehicles while chasing the victim from Luttrell Ave to Foster Rd after an argument. Bond: 5000.00 GS: 7/23/20

Betty Sue George, 68, of 905 W Main St. was arrested on July 2, 2020 for Public Intoxication. Police responded to W Main St due to George yelling and making threats to the neighbors. George smelled of an alcoholic beverage and was belligerent. George repeatedly made threats to fight her neighbors with officers’ present. George was an endangerment to other people and unreasonably annoyed people in the vicinity. GS: 7/23/20

Madison Hope Noyola, 21, or 909 Earl Ave was arrested on July 10, 2020 for Domestic Assault. Police responded to a domestic and upon arrival the officers were informed that Noyola and the victim got into an argument while driving down the road and during the argument, Noyola bit the victim on the arm leaving a red bite mark on his right arm. Bond: 3000.00 GS: 8/20/20

Arturo Alfaro Munoz, 42, of 1279 S. Mountain St was arrested on July 11, 2020 for DUI. An officer observed a Mustang veering in and out of the turning lane on E Broad St before coming to stop in the turning lane. The officer stopped behind the vehicle and began a traffic stop. Upon making contact with the driver, found to be Munoz, the officer could smell an alcoholic beverage on his person. Munoz consented to field sobriety tests to which he performed poorly. Bond: 3000.00 GS: 8/20/20

Sebrena Michelle Tate, 35, or Alexandria was arrested for Public Intoxication on July 12, 2020. Police were dispatched to the Webb’s House in reference to a person getting into a car and then sitting on the porch wing. The officer made contact with Tate who confused and didn’t know where she was. She didn’t have on a shirt or shies and it was discovered that she may have had some alcohol and might have taken drugs Tate was endangered due to her condition and taken into custody. GS: 8/20/20

Michael Lynn Vance, 51, of 625 Highland St was arrested on July 16, 2020 for Public Intoxication. Police responded to a intoxicated male subject on Highland St. Upon arrival the officer made contact with Vance who had an odor of alcohol coming from his person and unsteady on his feet. Vance was found outside being a nuisance to the neighborhood. GS: 8/20/20

Charles Leonard Zellman, 37, of 303 Jackson St was arrested on July 17, 2020 for Domestic Assault. Police responded to a man beating a woman call in the old Regions Bank parking lot. Upon arrival, police observed the victim to be in distress and had a red nose. The victim informed the officer that Zellman and she had been arguing over the possession of their vehicle and he leaned into the vehicle and intentionally hit her in the nose with his elbow and tied to garb the car keys out of the ignition. The victim drove away and Zellman started walking towards Jackson St. Upon investigation it was determined that Zellman was the primary aggressor and taken into custody. Bond: 3500.00 GS: 8/20/20

Taylor Conrad Fife, 41, of Nashville was arrested on July 18, 2020 for DUI. Fife was found to be in physical control of his vehicle in Save-A-Lot parking lot. He was found to have an odor of alcohol on his person, slurred speech, and unsteady on his feet. He performed unsatisfactory on field sobriety tasks he was asked to perform. A search warrant was obtained for a blood draw. Bond: 1500 GS: 7/30/20

Troy Jimmy Ray, 37, of McMinnville was arrested for DUI on July 19, 2020. Police observed an individual found to be Ray, speeding 63-mph in a 40-mph zone. The officer initiated a traffic stop and made contact with Ray. The officer smelled an odor of alcohol coming from his person and he had glossy eyes. It was discovered that Ray had been drinking at the Cowboy Up Bar in Warren County. He was asked and did consent to field sobriety tasks to which he performed poorly. He was taken into custody for DUI and cited for Speeding. Bond: 1500.00 GS: 8/13/20

Rachel Dawn Zayed, 35, of 825 Adcock Cemetery Rd was arrested on July 20, 2020 for Public Intoxication. Police made contact with Zayed laying in the middle of Elm St. She got up and ran down the street towards Broad St and sat down on the side of the road and was nearly struck by traffic. Upon making contact with her again the officer observed her to be unsteady on her feet and she had to be assisted to stand. Zayed had a strong odor of alcohol coming from her person and could not speak intelligible sentences. Zayed was taken into custody for her safety. GS: 8/20/20

Michael Lynn Vance, 51, was arrested on July 20, 2020 for Aggravated Assault, Violation of an Order of Protection, Aggravated Burglary, and Evading Arrest. Police responded to Highland St in reference to a burglary in progress. The officer was informed that Vance came into her house and stole some money from her purse. When she tried to stop him, Vance punched her in the nose and grabbed her by the neck and attempted to strangle her but she fought back and got loose. The victim had visible marks on her face and arms from the assault and she does have an active Order of Protection against Vance. Vance had left the scene upon police arrival. Officers search and found Vance in a field behind Andrews St. Police made their presence known and advised him to stop. Vance refused to stop, and quickly made his way into a tree line and hid. Vance was later located and placed under arrest. Bond: 30,000.00 GS: 8/20/20

Brandon Lee Starnes, 43, of 705 S. Mountain St was arrested for Violation of Order of Protection on July 25, 2020. Police responded to Sonic in reference to a possible wanted person. The officer made contact with Starnes who had active warrants confirmed by Dispatch. Starnes was in the car the victim who is the protected person in an active Order of Protection in which Starnes is the respondent. Bond: 2500.00 GS: 8/20/20

Malachi Christian Martin, 20, of 425 Kendra Dr was cited on July 25, 2020 for vandalism. Martin caused damaged to the victim’s wall of his residence and a door facing to a cabinet. GS: 8/20/20

Travis Michael Jenkins, 29, of Carthage was arrested on July 26, 2020 for Criminal Impersonation, Simple Possession, and Drug Paraphernalia.  Police responded to Kwik-N-Ezy in reference to stolen vehicle. Jenkins was a passenger in the car that the suspect was in before she took the other car. When trying to identify him, he gave the officer a name and date of birth that didn’t connect with a person. Afterwards he gave another date of birth and he was identified as Jenkins. As he was being transported to the PD for questioning, the officer noticed him moving around in the back seat. After Jenkins exited the vehicle, the officer lifted the seat and found a small blue container with two gum wrappers inside that contained white substance that tested positive for Methamphetamine. Upon incident to arrest, a glass pipe with white residue was found in his pocket. Dispatch informed the officer that Jenkins also had active warrants. Bond: 6500.00 GS: 8/20/20

Victoria Heine Openo, 66,  of 109 Hayes St was arrested on July 29, 2020 for Public Intoxication. Police was dispatched to the area around the hospital in reference to an intoxicated person who left the ER. Openo was walking in the road in front of 3-D Financial. She smelled of an alcoholic beverage and was unsteady on her feet. Due to her condition, Openo was endangered and taken into custody. GS: 8/20/20

Michael Brady McGhee, 27, of 335 Jennings Lane was arrested on July 29, 2020 for Arson and False Imprisonment. On July 20, 2020, McGhee committed the offense of False Imprisonment by asking the victim to go into a shed at the back of 599 Pack Circle. While they were in the shed, McGhee ran out the door and shut and locked the doors with a master lock and wouldn’t let the victim out. The victim had to use a car battery in the shed to break out a window to escape. On July 29, 2020 McGhee did intentionally set three fires at the house of 599 Pack Circle. One fire was set in the kitchen floor, one set on top of the kitchen table, and one set in the living room of the home. McGhee did set these fires wanting to burn down the house. Bond:7500.00 GS: 8/13/20

Marcus John Peregoy, 48, of Liberty was cited on July 31, 2020 for vandalism. Peregoy damaged an entry door and wall at Magnolia Inn by kicking the door open. GS: 8/20/20
