Charges were leveled against several suspects recently by the Smithville Police Department. Included in arrests and citations:

Royce Avon Foster, 48, was arrested for public intoxication. Police responded to College Street for a report of someone in the woods yelling for help. The officer made contact with Foster walking out of the woods. The suspect was talking out of his head and acting as if he was hallucinating. Foster seemed to think he had parasites crawling all over him but the officer could not see anything crawling on him. He was placed in custody for his and the public’s safety. He will appear before the judge tomorrow.

Travis James Beal, 43, was arrested for public intoxication. Police received multiple complaints about a male passed out in the Wal-Mart parking lot. Upon arrival the officers found Beal sitting on the sidewalk leaned up against a light pole next to the road. When talking with Beal, he had an odor of an alcoholic beverage coming from his person, slurred speech, glossy eyes, and had a hard time answering the officer’s questions. Beal was taken into custody for his and the public’s safety. He will be arraigned Aug. 16.

Raymond Howard Rollins, 29, was arrested for domestic assault. Rollins punched the victim in the face while the two were in an altercation over a minor child.  The victim had a pump knot and bruising on her right eye.  He will be arraigned Thursday.

David Braxton White, 29, was cited for vandalism. Police responded to Bell Street Apartments in reference to vandalism. Police were informed that White had broken a window in Apartment 105.  Upon investigation, White was cited. His court date is Aug. 9.

Bobby Wayne Dillon Hicks, 21, was cited for trespassing. Police observed Hicks sitting in the parking lot of Hardee’s. Hicks had been informed not to be hanging out in the parking lot.

Jeremy Vaughn, 39, of Sparta was cited for simple possession. Vaughn was detained for an investigation and a search of his person revealed approximately eight grams of a green leafy substance believed to be marijuana in his front right pocket.  He will be arraigned tomorrow.

Donald Gene Rigsby, 57, was arrested for DUI 1st and cited for implied consent. While on routine patrol an officer observed a vehicle parked in the roadway behind Bill Page ballpark and the driver found to be Rigsby passed out behind the steering wheel with the key in the ignition.  The officer observed an open beer between his legs. Rigsby had an odor of an alcoholic beverage about his person and was asked to step out and perform several field sobriety tasks to which he performed poorly. Rigsby was arrested for DUI and read the implied consent to which he refused to sign at which time a warrant was granted for a blood sample.  He will be in court Thursday.

Theresa Ann Burnette, 44, was arrested for public intoxication and cited for simple possession and criminal trespass. Police responded to Tiger Drive in reference to a female trespassing.  Upon arrival, the officer observed Burnette digging through the trash cans. Upon speaking with Burnette she did not make sense and kept changing stories. She appeared disoriented, had slurred speech, and displayed jerking movements consistent with suspected drug use. She had been advised by an employee of the Health Department to leave the property about an hour prior to the officers’ arrival and didn’t comply. A search incident to arrest revealed one six-sided orange pill believed to be suboxone and a hypodermic needle in her purse. She will be in court tomorrow.

Steven J Clark, 28, of Liberty was charged with public intoxication. Police responded to Food Lion due to a man sitting on a bench outside of the store going in and out of consciousness and saying weird things. Police made contact with the man found to be Clark and he had an odor of an alcoholic beverage about his person. He had slurred speech and was unsteady on his feet.  It was found that Clark had been drinking beer and had nowhere to go. He was arrested for his safety. He will be arraigned Thursday.

John Thomas Bailey, 47, was cited for simple possession. Bailey was arrested for violation of probation/FTA and search incident to arrest revealed one white pill believed to be hydrocodone, found in his right front pocket. Bailey informed the officer that he had a prescription but could not provide it at the time of the incident.  He will answer to the charge tomorrow.

Donald Gene Rigsby, 57, was cited for open container. Rigsby was parked on the side of Holmes Creek Road and was asleep behind the steering wheel with the key in the ignition and an open beer between his legs.  He did poorly on the field sobriety tests.  He is to be in court tomorrow.

Rickey Lee Shehane, 53, was arrested for resisting stop, frisk, halt, arrest or search and cited for simple possession. Police responded to Wade Street in reference to two men arguing in the street.  As the officer turned onto the street, Shehane turned towards them and saw the patrol car and took off running. The officer followed on foot and yelled “stop Rickey, police” but he continued to run to Jackson Street. The officer made contact with him on Jackson Street and arrested him.  Search incident to arrest revealed two pills in his right front pocket believed to be Tramadol Hydrochloride 50mg in a metal container to which Shehane did not have a prescription. He is due in court Aug. 16.

Jacob Randall Lawrence, 27, was cited for simple possession or casual exchange. A resident of the home found five Xanax bars in Lawrence’s prescription bottle for suboxone. Upon investigation it was discovered that Lawrence had purchased the pills in McMinnville on July 28. He said he bought them because he couldn’t find his other medication.  His court date is Aug. 16.
