The results of the city’s water cost study are in, and the City of Smithville’s average cost to treat 1,000 gallons of water is $2.67, according to Warren and Associates Engineering, PLLC of Lebanon.The report is based on the data reviewed provided by the City of Smithville, documented revenues, calculated expenses, and calculated capital expenditure.The city currently charges its customers in Smithville $5 per 1,000 gallons, while the DeKalb Utility District pays $2.05 per 1,000 gallons.Per the city’s contract with the DUD, the rate increases by five cents per thousand gallons in January of each year.The contract began in 2004, and expires in 2014. The City of Smithville and DUD were to share the cost of the study, but DUD officials opposed the city’s choice of Warren and Associates.A letter from DUD to city officials, signed by Board Chairman Roger Turney and manager Jon Foutch, read that the city and DUD were to have agreed on an unbiased firm to perform the study, and said that DUD officials did not find Warren and Associates to be unbiased.The letter stated that Warren and Associates has been hired by the city, and company representatives are to present evidence against the DUD on behalf of the City of Smithville at the Utility Management Review Board hearing in Smithville on April 4.The city paid the $7,500 cost to have the study done.
