Andy Certain, 38, has been charged by city police with possession of Schedule II and IV drugs with intent to resale.
According to Smithville Police Chief Randy Caplinger, an Officer made contact with Certain while he was sitting in the passenger side of a car in the parking lot of Walmart. A search allegedly revealed three Hypodermic needles, a gram of meth, five Xanax pills, 44 Dilaudid pills, and $75 in cash believed to be the proceeds from drug sales in Certain’s pockets. Several more hypodermic needles and scales believed to be used to weigh the product in the vehicle.
His bond was set at $10,000.
In the same incident, Shanna Bogle, 33, the driver of the car, was charged with intent to resale Schedule II and IV drugs. In a separate case, Bogle was charged with theft over $1000 for allegedly taking a cell phone valued at $200 and a gold diamond ring valued at over $1,000 from a residence where she was staying. Police said she sold the ring at a local jeweler.

Darrell Wayne Crook, 39, has been charged with domestic assault and resisting arrest. Caplinger said an officer dispatched to a residence on Oak Street was told that Crook and a female had been in an altercation over money. Crook allegedly struck the woman, causing a large cut, and she bleeding from her hand. When he was advised that he was under arrest, Crook reportedly became non-compliant, and was taken to the ground and placed under arrest.
His bond was set at $4000.
Rachel Sprague, 38, has been charged with child abuse. The chief said she whipped a child with belt, leaving multiple bruises on the juvenile’s body, struck the child in the face with a shoe, and threw the child to the ground.
Michael Chad Owens, 34, is charged with theft under $500. Owens allegedly took a purse containing cash and credit cards from a resident at Bridgeway Motel. The value of the stolen items is estimated at $100.

Teesha Reynolds, 22 is charged with theft of property under $500 and fraudulent use of credit card.
She is accused of stealing items belonging to a West Main Street resident, including a debit card which she allegedly used at Walmart to purchase $10.67 in merchandise.

Randi Michelle Johns, 30, has been cited for simple possession of a Schedule II drug (Oxycodone).
The chief said an officer answering a call of an erratic driver spotted a vehicle matching the description and found Johns behind the wheel. After receiving consent to search, the officer allegedly found five round, green pills believed to be Oxycodone. Johns reportedly could not produce a prescription.
Perry Stembridge, 49, is charged with evading arrest.
After an officer reportedly observed his vehicle traveling at over 90 mph on Congress Boulevard and attempted to overtake Stembridge, he allegedly tried to flee through a field. Caplinger said he was apprehended at the corner of Dearman Street and Congress Boulevard and taken into custody.

Jan Marie Winchester 42 is charged with DUI, evading arrest, and resisting arrest.
An officer reportedly attempted to stop Winchester’s vehicle and she sped away, eventually coming to a stop on Forrest Avenue. Caplinger said she was found to have a strong odor of alcohol on her person, was unsteady on her feet, and had slurred speech. She allegedly tried to pull away, and struggled with the officer when he was placing her under arrest.
Her bond was set at $8,000.
Brian Lee Carter is cited for driving on a suspended license (third offense).
The chief said Carter was found asleep behind the wheel of his vehicle in a local car wash. His license was found to be suspended, and a check revealed two prior charges for the same offense.
Donnie Gilman, 34 has been cited for shoplifting at Walmart.
Rebecca Sue Pelfrey, 37, has been cited for shoplifting at Walmart.
Henry Turner, 31, has been cited for shoplifting at Dollar General.
