Dowelltown man charged with statutory rape

The DeKalb County Sheriff’s Department has arrested an 18-year-old Dowelltown man and charged him with statutory rape after he allegedly had sex with a 14-year-old girl on several occasions.According to Sheriff Patrick Ray, Paul D. Gilliam is accused of having sexual intercourse on four or five occasions with the 14-year-old at her Dale Ridge Road home on May 30.After an investigation, Gilliam was arrested on July 11.Gilliam is under a $10,000 bond and he will be in court on July 26.Three people were arrested and charged with trying to steal an air conditioner from a Belk Road home on July 13.Brittney Danielle Barnes, 24, Brandon Matthew Byford, 23, and 25-year-old Memory Danielle Staggs are all charged with theft of property under $500.Ray said the trio visited the residence, where Barnes relatives live, and while Barnes went into the house to distract the occupants, Staggs and Byford removed an air conditioner from the home and put it in their vehicle.The residents of the home allegedly heard noises coming from their garage and discovered the theft.They reported the incident to the sheriff's department and the three were arrested.Bond for each is $1,500 and they will be in court on July 26.Lavar Kinte Bass, 34, and 30-year-old Halton Wayne Hicks were both charged with having contraband in a penal institution on July 10.Ray said that Bass and Hicks were found to have a cell phone in their possession inside a jail cell when an officer spotted Bass with the phone on video surveillance.Bass then passed the phone to Hicks, and when confronted, Hicks allegedly retrieved it from a body cavity.Bond for each is $10,000 and they will be in court July 19.
