A Dowelltown man accused of having sex with his niece was arrested by the sheriff’s department on Sept. 10 and charged with incest.Billy Ray Baker, 65, was arrested after allegedly admitting to authorities that he had sexual relations with the girl. According to Sheriff Patrick Ray, a girl came to the jail on Sept. 6 to report that Baker, who is her uncle, had raped her.In an investigation into the matter by a criminal detective from the sheriff's department, Baker allegedly admitted that he had sexual relations with his niece, but contended that it was consensual.Baker was placed under a $50,000 bond, and will be in court Oct. 5.Randall Johnson, 49, of Silver Point was arrested on Sept. 13 for being a fugitive from justice. Sheriff Ray said that a deputy went to Johnson's residence after authorities in Noble County, Indiana contacted local authorities to report that they believed that Johnson, who was wanted for possession of marijuana and failure to appear in Indiana, was in DeKalb County.Johnson was located, taken into custody, and brought to the jail for booking.His bond is $50,000 and he will be in court on Sept. 20.
